Netflix’s homepage promise is “anytime, anywhere.” The catalog is not. Rights are sold by country. Sign up in one place, travel or move, and the rows change. A VPN can make the service think you are in another city. Netflix spends real money detecting those cities’ VPN ranges and shutting them off.
Even on a U.S. couch, on a U.S. account, a tunnel for café Wi-Fi or a “neutral” hop can look like a proxy to them. The block is not personal. It is an IP list. Why Netflix blocks VPNs
Studios and broadcasters license a title for one territory, not for the whole internet. The same show can sit on a local network in one country and on Netflix in another. If anyone with a $5 app could pick the fattest library, those deals collapse. Netflix’s terms tell you not to fetch a catalog that is not offered where you are. Then they enforce it by banning known VPN and datacenter IPs.
Some providers stop bothering. Others rotate residential-looking exits and “streaming” server labels. Those labels die. A month-to-month plan is saner than a three-year prepay if Netflix is the only reason you bought the app.

Surfshark and others also advertise Netflix unblocking. Treat “works with Netflix” on a homepage as a hope, not a contract. Put the VPN on a router if the TV has no app — that covers the whole living room, and it also means one banned IP knocks out every device.

A proxy error, endless spinner, or “you seem to be using an unblocker” means that exit is already on their list. Switch city or wait. Do not hammer the same dead server.
Terms, law, and blocked countries
Using a VPN is ordinary in much of the world. Some governments restrict or ban unapproved VPNs — that is a separate problem from Netflix. Circumventing a geo-library usually breaks Netflix’s terms of use. That is not the same as “legal everywhere” or “illegal everywhere.” They more often cut the VPN IP than close your account, but they can do either.
