Why is my public IP different from the IP in my device settings?

Device settings show your private IP on the local network (usually 192.168.x.x or 10.x.x.x). Your router translates that to one shared public IP, which is what websites and this page see.

Does my public IP change?

Usually yes. Most home connections use dynamic IPs that can change after a router restart or ISP maintenance. Mobile IPs change constantly. Only a paid static IP stays fixed.
