Tim Berners-Lee and the first website: why the web was free
A CERN physicist, a NeXT computer, HTML and HTTP, and the public-domain decision that let anyone link without a license.
In the summer of 1991, a British physicist working at a particle lab in Switzerland released a short software package onto the internet. Tim Berners-Lee called it the World Wide Web. It included a browser, a server, and a way to link documents with addresses that started with http. He put it in the public domain. No patent. No licensing fee. No startup pitch.
That decision — more than any single line of code — is why you can open a page tonight without paying a toll to CERN. The web's origin story is less "eureka in a garage" and more "a frustrated researcher who wanted physicists to stop losing each other's notes".
What problem was he solving?
CERN's labs were full of people on short contracts, using different computers and different document formats. Information lived in silos. Berners-Lee had proposed a hypertext system in 1989 — a memo that his boss labeled "vague but exciting". He wanted a way to link documents across machines so you could follow a reference without knowing which computer held it.
With Robert Cailliau and a small team, he built the pieces: HTML for marking up pages, HTTP for fetching them, URLs for addressing them, and the first browser-editor on a NeXT computer. The first website, info.cern.ch, explained the project itself. On August 6, 1991, he posted to a newsgroup inviting people to try it. The web left the lab the way a lot of good science does — quietly, with an open invitation.
Why did the web win when hypertext already existed?
Hypertext was not new. Engelbart had shown links in 1968. Commercial systems existed. What Berners-Lee added was ruthlessness about openness: run on any machine, link to anything with a URL, no central permission required to publish. The internet already connected the computers. The web gave them a shared language for documents.
Then came Mosaic at the University of Illinois — a browser with images that made the web feel like a place, not a protocol. Netscape commercialized the excitement. Microsoft bundled Internet Explorer. Startups followed. Berners-Lee moved to MIT and founded the World Wide Web Consortium to keep the standards from being locked by any one company. He spent decades arguing for an open web while the industry kept inventing new ways to fence gardens.
What did "free" actually cost him?
In money terms, a fortune he did not take. CERN's decision to release the web technology into the public domain in 1993 meant no royalties. Berners-Lee has said he wanted the web to be universal, and patents would have fragmented it. He later received a Turing Award, a knighthood, and the kind of respect that does not buy a yacht. The companies built on his protocols are worth trillions.
He has also spent years warning that the web he intended — decentralized, user-controlled — drifted toward platforms that own identity, attention, and data. Solid, his later project, tries to return personal data to user-controlled pods. Whether that vision catches up to the ad economy is still an open fight.
Why tell this story in 2026?
Because every AI chat window, every paywall, every algorithm feed still sits on the same three letters: http. The web's founding bargain was radical simplicity — anyone can link, anyone can publish — and that bargain is always being renegotiated by companies that prefer walled apps.
Berners-Lee did not invent the internet. He invented a way to use it that ordinary people could understand: click this, go there. The first website was a manual. The second act was civilization pouring itself into hyperlinks. The third act is whether we keep the openness that made the first two possible.
